Procedure for the Refund of Electronic Tickets of the National Electronic Ticketing System (NETS)

1. General Provisions

1.1. This Procedure governs the terms and process for refunding electronic tickets purchased through the National Electronic Ticketing System (NETS).

1.2. By purchasing a ticket through NETS, the Buyer confirms that they have read and agree to this Procedure.

1.3. Refunds are made in the cases and in the manner provided for by this Procedure.

1.4. The event Organizer is responsible for holding the event, including its date, time, and venue, as well as for decisions to cancel or postpone the event or to change the conditions under which it is held.

2. Ticket Refunds at the Buyer’s Initiative

2.1. The Buyer may request a refund of an electronic ticket no later than 5 (five) calendar days before the start of the event.

2.2. The amount to be refunded is as follows:

  • no later than 5 (five) calendar days before the start of the event — 100% of the ticket price;
  • less than 5 (five) calendar days before the start of the event — no refund is provided.

2.3. Once the refund request has been submitted, the ticket is automatically cancelled and cannot be used again.

2.4. The refund is made only to the person who paid for the ticket.

3. Refunds in Case of Event Cancellation or Postponement

3.1. If the event is cancelled, the Buyer is refunded 100% of the ticket price.

3.2. If the event is postponed, the Buyer may:

  • use the previously purchased ticket on the new date of the event;
  • or request a refund in full.

3.3. Information about the cancellation or postponement of an event is published in NETS and communicated to the Buyer by email, SMS, or push notification.

4. Refund Processing Procedure

4.1. A ticket refund may be requested through the user’s personal account in NETS.

4.2. The refund is made using the same payment method that was used to purchase the ticket.

5. Refund Period

5.1. The funds are transferred to the Buyer within 3 to 10 business days after the refund has been confirmed.

5.2. The exact time of crediting depends on the bank or payment organization serving the Buyer.

6. Grounds for Refusal of a Refund

No refund is provided in the following cases:

  • if the refund request is made less than 5 (five) calendar days before the start of the event;
  • after the start of the event;
  • if the ticket has been used;
  • if an invalid or counterfeit ticket is presented;
  • upon a repeated request in respect of a ticket that has already been refunded;
  • if the Buyer violates this Procedure.

7. Final Provisions

7.1. In all matters not regulated by this Procedure, the civil legislation of the Kyrgyz Republic and the Law of the Kyrgyz Republic “On Consumer Rights Protection” shall apply.

7.2. Disputes arising between the Buyer and the event Organizer shall be resolved through negotiations, and if no agreement is reached — in court in accordance with the legislation of the Kyrgyz Republic.

7.3. This Procedure is an integral part of the User Agreement of the National Electronic Ticketing System.
